This plant was built in 1899 by E. Palmer Simpson. Built to supply electricity to Toccoa and surrounding area. The water that was guided to the penstock spun the 200 watt generator and then it was distributed through a switchboard. Georgia power acquired the plant in 1927 and was then given to Toccoa Falls Institute in 1933. The plant was used by the college until 1947

After a good rain in Stephen County, the flow of water increased by gallons for the afternoon photographers.

Toccoa Falls is located on the Campus of Toccoa Falls College. After rain over night, the volume of water increased to make the local photographers bring tripods and camera's for a view.
